Rust in saya; Need Help. -

The blade of my Orchid tanto is persistently showing black tarnish, always in the same spot(roughly two inch length along the ha, an inch in front of the habaki), despite oiling, and i fear this may be due to rust on the inside of the saya. What, if anything, can I do to fix this? disassembling the saya isn't really an option.
